The Demise of the 28-Article Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Negotiation and Warfare

The succession of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are conducted: positive announcements are released from various governments. Considerable effort is devoted on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a capability provided through timely intelligence. From observation points, defense planes that had been dispatched to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems activated: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely provided by Western nations. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to grim resignation: perhaps the hostile projectile won't cause damage this time, preventing destruction from devastation and another blackout.

Continuous Dangers

Soon after, a heavy machine gun opened up on a aerial vehicle in the vicinity, part of a rapid response unit – most likely imported technology. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its objective.

Intermittently, this persisted until dawn. Kyiv faced the early updates: multiple fatalities, destruction and heating outages in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those full day illustrated Ukraine's essential dependence on Western support – a reliance that European nations are evidently unprepared to replace in the short term.

Unsuccessful Negotiations

The detailed framework from Washington generated strong feelings, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new proposal from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This cycle will, certainly, continue.

Strategic Calculations

It is convenient to criticize particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. US administration operates on a principle understood by experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is unrealistic to compel Moscow to relinquish the areas that it already controls in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through statements or actions, from thinking that the status quo will not shift further in its advantage in the coming year.

Conflicting Perspectives

Therefore, Moscow is certain that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a total frontline collapse until conditions improve in its advantage.

Present Conditions

Objectively, there are no actual prerequisites for a truce. Now, subjective factors are coming into play: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their attention does not move to domestic problems. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a mere seven days to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new plans based on old ideas are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
